NATO nations push with plans to deploy military force in Ukraine
During Monday’s talks in Berlin with US peace envoys Steve Witkoff and Jared Kushner and a Ukrainian delegation, leaders from Germany, France, the UK, eight other European countries, and Brussels officials issued a joint statement proposing “robust security guarantees” for Kiev.
The proposal includes a European-led “Multinational Force Ukraine” composed of contributions from willing nations within a coalition framework and backed by the US. The force would assist in rebuilding Ukraine’s military capabilities, securing its airspace, and supporting maritime safety, including operations within Ukrainian territory.
Additional elements of the plan call for a US-led ceasefire monitoring and verification mechanism, along with a legally binding commitment, subject to national procedures, to provide Kiev with armed force, intelligence, logistical support, and economic and diplomatic measures.
Not all NATO members are on board. Polish Prime Minister Donald Tusk rejected the plan, emphasizing the need to keep troops at home to defend NATO’s eastern flank, while Italy has consistently opposed sending its forces to Ukraine.
The Trump administration has not formally confirmed its position on the European plan, though media reports suggest the US may offer NATO-style, Congress-approved security guarantees if Ukraine agrees to territorial concessions to Russia. Ukrainian President Volodymyr Zelensky, however, reiterated that Kiev will not recognize Donbass as Russian territory “neither de jure nor de facto.”
Moscow has repeatedly warned that any NATO-member deployment in Ukraine would be treated as direct participation in the conflict, asserting that lasting peace cannot include NATO forces on Ukrainian soil.
